- OLD BUSINESS:
- The City Council may consider, discuss and or take actions regarding the approval of the second reading of an ordinance for the demolition of old dilapidated structures within the City Limits of the City of Coleman - Lois Rockefeller, City Attorney.
- The City Council may consider, discuss and or take actions regarding the first reading of an Ordinance revising the City utility disconnection policy - Lois Rockefeller, City Attorney.
- The City Council may consider, discuss and or take actions regarding the proposed roofing program as recommended by the 4-B EDC Community Coalition Program - Zac Allen, President of the 4-B EDC, CCC.
- NEW BUSINESS:
- The City Council may consider, discuss and or take actions regarding the approval of the presentation of the quarterly occupancy tax report for the period ending March 31, 2013 - Mary Griffis, Executive Director, Coleman Chamber of Commerce.
- The City Council may consider, discuss and or take actions regarding the approval of a Resolution adopting the new maintenance agreement between the City of Coleman and the Texas Department of Transportation - City Manager, Paul Catoe.
- The City Council may consider, discuss and or take actions regarding the approval of an Escrow Agreements with the Coleman County State Bank and the approval of Resolutions authorizing the Texas Water Development Board to close on the 2008 Certificates of Obligation Issue Loan and Forgiveness Loan with the City of Coleman - City Manager, Paul Catoe
The following actions must be acted on independently:
- Consider and take appropriate action on all matters incident and related to the approval of an Escrow Agreement relating to the "City of Coleman, Texas, Tax and Utility System Surplus Revenue Certificates of Obligation, Series 2008", including the adoption of a Resolution authorizing such escrow agreement.
- Consider and take appropriate action on all matters incident and related to the grant approval by the Texas Water Development Board, including the adoption of a Resolution authorizing the execution of an amendment to the Loan Forgiveness Agreement and an Escrow Agreement relating thereto.
- The City Council may consider, discuss and or take actions regarding the passage of a resolution to temporarily close portions of Highway 206 from 10th Street and then proceeding North to the intersection of Highway 206 and Highway 153 and then Northward to the Coleman County Court House and then back South to 10th street in order to conduct a Rodeo Parade on June 15, 2013 - Chief, Jay Moses.
- The City Council may consider, discuss and or take actions regarding the canvassing of the results of the May 11, 2013 Election - Mayor Carolyn Merriman.
- The City Council may consider, discuss and or take actions regarding the City Secretary swearing in the Council Members for a two year period.
- The City Council may consider, discuss and or take actions regarding the appointment of a Mayor Pro Tem.
- The City Council may consider, discuss and or take actions regarding the appointment of a Municipal Court Judge and Alternate Municipal Court Judge to run consistent with the term of the Mayor.
- The City council may consider, discuss and or take actions regarding the appointment of a City Attorney.

- PUBLIC HEARING(S) - MAYOR CAROLYN MERRIMAN:

- RECEIPT OF BIDS OR PROPOSALS: MAYOR CAROLYN MERRIMAN:
- The City Council may consider, discuss and take actions regarding the opening of insurance bids for health insurance, dental insurance, vision insurance and life insurance - Mayor, Carolyn Merriman shall open the bids and pass them to Bobby Zesch of Zesch and Pickett who will read the bids out loud. Mr. Zesch shall also discuss the City's loss ratio with the City Council. (There will be three bids from each Vendor. One for Bobby Zesch, one for the City Manager and one for the City Secretary.)
- The City Council shall then request that the firm of Zesh and Pickett evaluate the Employee Health Insurance, dental insurance, eye care insurance and life insurance Proposals and bring back a recommendation to the Members of the City Council on April 4, 2013 for possible actions by the City Council - Mayor Carolyn Merriman.
- The City Council may consider, discuss and take actions regarding a Presentation from Bobby Zesch regarding the new insurance laws and how they will affect the City of Coleman in the future - Bobby Zesch of Zesch & Pickett.
- OLD BUSINESS:
- The City Council may consider, discuss and or take actions regarding a revision of the City's Adjudication Certificate for Hords Creek to provide domestic, irrigation and recreational purposes in addition to Municipal purposes - City Manager, Paul Catoe
- The City Council may consider, discuss and or take actions regarding the approval of a resolution confirming the actions of the City Council taken on February 21, 2013 regarding Sections 2.09, 5.07 and 6.02 describing all functions of each section of the City Charter authorizing the City Manager to supervise all departments with the exception of the Police Department - Lois Rockefeller, City Attorney.
- NEW BUSINESS:
- The City Council may consider, discuss and or take actions to regarding the presentation and approval of the City's Financial Audit for the fiscal year ending September 30, 2012 - Merritt, McLane & Hamby.
- The City Council may consider, discuss and or take actions regarding the approval of the proposed Energy Enhancement Roofing Assistance Program having being previously adopted by the 4-B Coleman Community Coalition - Zac Allen President of the 4-B CCC.
- The City Council may consider, discuss and or take actions regarding a request from the 4-B Coleman Community Coalition to approve the 1st reading of a Resolution regarding the City's participation in an Energy Enhancement Roofing Assistance Plan having been previously adopted by the Coleman Community Coalition 4-B EDC - Zac Allen, President of the 4-B CCC.
- The City Council may consider, discuss and or take actions regarding the passage of a Resolution for the TxDOT Gateway Monument Project as adopted by the 4-B Coleman Community Coalition - Zac Allen, President of the 4-B CCC.
Submittal Requirements for Gateway Monument Proposals are as follows:
- A Gateway Monument proposal must be supported by the local entity that has jurisdiction in the area where the Gateway monument will be incorporated. The local entity shall issue an adopted resolution or other official document recommending approval of the proposed design of the Gateway Monument and requesting installation within the operational highway right-of-way - Zac Allen, President 4-B CCC.

City Engineer, Ken Martin with Jacob & Martin LTD. will make a presentation to the City Council regarding the Proposals received for an engineering firm, a Financial Advisor, and the selection of Bond Counsel regarding an application process for funding through the Texas Water Development Board for a 50% loan and 50% grant for the expansion of the City's waste water collection system. The first stage will be for Engineering and design of the project and the second stage will be for the construction phase of the project.
Mr. Martin will also discuss the possible passage of a resolution which will authorize the designated firms to proceed with an application for a 50% loan and 50% grant for the expansion of the waste water collection system.

- The City Council may consider, discuss and or take actions regarding a raw water tap on the new Hords Creek water line at some future date to provide a secondary source of raw water supply to the Coleman Country Club.

A called Town Hall Meeting of the City Council of the City of Coleman will be held on Thursday, January 10, 2013 at 6:00 P.M. The following subjects will be considered by the City Council and may be considered in any order that is most convenient for the City Council.

- Town Hall Meeting:
Mayor Carolyn Merriman will make the opening remarks with regards to the Town Hall Meeting in reference to placing a proposition on the ballot for the continuation of the North, South, East and West wards as established in Section 2.02 of the City Charter or the amendment of the City Charter through the elimination of the North, South, East & West Wards as proposed to be placed on the May 11, 2013 ballot. The voters of Coleman will then be allowed to make the final decision regarding whether or not candidates running for position of a City Council Member will be allowed to run at large rather than by a specific ward.
Citizens of Coleman will be allowed to speak at the podium on their preference regarding this issue of wards for a maximum of 5 minutes. Individuals must state their name, and must be a resident of the City of Coleman in order to make a presentation before the City Council or be represented by someone who is representing residents of the City of Coleman. The City Secretary will be the time keeper and will notify the Mayor when an individual's time is up. Only one individual will be allowed to speak at a time.
- Upon completion of The Town Hall Meeting, the City Council may consider, discuss and or take actions regarding placing this item on the May 11th, 2013 election as a proposition for the voters of Coleman to determine - Mayor Carolyn Merriman.

- The City Council may consider, discuss and or take actions regarding an Ordinance passed on the first reading on this the 3rd day of January, 2013 considering all matters incident and related to the issuance and sale of "City of Coleman, Texas, General Obligation Refunding Bonds, Series 2013", including the adoption of an ordinance authorizing the issuance of such bonds, establishing parameters for the sale and issuance of such bonds and delegating certain matters to authorized officials of the City - Chris Settle, Fulbright & Jaworski L.L.P.
- The City Council may consider, discuss and or take actions regarding the approval of the first reading an Ordinance on this 3rd, day of January, 2013; approving the Budget Amendments Number 01, 02, 03, & 04 as approved by the City Council in a regular meeting on December 20, 2012. - City Manager, Paul Catoe.
- The City Council may consider, discuss and or take actions regarding the appointment of an individual who may have submitted an interest in a position for a place on the East Ward of the City Council - Mayor Carolyn Merriman.
- Introduction of the new Economic Development Coordinator of the 4-B Corporation - Zac Allen.
