  4. REPORTING PROBLEMS WITH CITY SERVICES:
    If you experience problems with water, electric, sewer, streets, etc., call the Public Works Department at 625-2621 between 8am and 5pm, or visit the Public Works office at 304 N. Colorado Street.

    For problems concerning GARBAGE pick up, callALLIED WASTE at 1-800-374-4234 or you may call City Hall at 625-4116.

  5. EMERGENCY AFTER HOURS SERVICES:
    For any utility emergency services after hours, contact the Coleman Police Department at (325) 625-4114 and they will dispatch the appropriate City crew on call.

  6. WHAT ARE THE DUE DATES, PAST DUE DATES AND CUT OFF DATES FOR CITY OF COLEMAN UTILITY BILLS?
    The City of Coleman is divided into four sections with one section of the city being billed each week. Due dates are determined by what section of the city the customer resides in.
    Your dates can be determined by the first two digits on your personal account number listed on your utility bill:
    • Accounts that begin with 06 and 09 have a due date of the 28th of the month; if not paid, a late penalty is assessed the 29th; the last day to pay before cut off is on the 3rd; disconnect for nonpayment would take place on the 4th.
    • Accounts that begin with 01 and 02 have a due date of the 6th of the month; if not paid, a late penalty is assessed the 7th; the last day to pay before cut off is on the 11th; disconnect for nonpayment would take place on the 12th.
    • Accounts that begin with 03 and 07 have a due date of the 13th of the month; if not paid, a late penalty is assessed the 14th; the last day to pay before cut off is on the 18th; disconnect for nonpayment would take place on the 19th.
    • Accounts that begin with 04, 05 and 08 have a due date of the 21st of the month; if not paid, a late penalty is assessed the 22nd; the last day to pay before cut off is on the 26th; disconnect for nonpayment would take place on the 27th.

  7. UTILITY PAYMENT OPTIONS:
    Utility payments may be made with cash, check, money order, VISA, MASTERCARD, OR DISCOVER CARD. Any and all credit card transactions carry an additional 3% credit card processing fee. Payments may be made in person at City Hall during regular business hours, at either of the two drop boxes after hours and on weekends (one drop box is located by the front door of City Hall and a drive-through is located behind City Hall in the Fire Station parking lot), or you may pay online at the City of Coleman's website. If full payment cannot be made before the cut off date, the customer can receive a 10 day extension by paying one-half of the utility bill and signing an extension agreement form at City Hall, promising to pay the other half of the bill by the end of the extra 10 days.

    Upon arrival at the payment page you will need to create a login

    After the login is created and you've signed into the site with the random password, you will be able to assign your utility account to your login. The 2 pieces of information you will need for this one-time setup is your utility account number and your last payment amount. If your account is brand new, then your last payment amount will be $0.00.

  8. DISCONNECT FOR NONPAYMENT PROCEDURES:
    When utility service is terminated/disconnected for nonpayment, in order to reestablish service, the customer must pay the entire balance in full plus a reconnect fee of $30 during regular business hours. The reconnect fee for after hours is $60.

  9. OPENING A NEW ACCOUNT/BEGINNING SERVICE:
    Anyone wishing to acquire utility service from the City of Coleman must appear in person at City Hall with a valid photo I.D./driver's license, complete an application form and pay the required security deposit for that particular property. The account must be in the name of the person residing there.

  10. SECURITY DEPOSITS:
    Security deposits are required on all utility accounts for at least the first 24 months. After 24 months.
    Customers may qualify for a full refund of their deposit if the meet the following criteria:
    1. Has had continuous service at the same location with the City of Coleman for a period of at least 2 years.
    2. Has a satisfactory payment record, meaning no more than 2 late payments during the previous 2 years.
    3. Has not been disconnected for nonpayment during the previous 2 years.
    4. Has not given any insufficient checks during the previous 2 years.

    The amount required for a security deposit is determined by the most recent 12 month history of occupancy at the property in question. The security deposit is equal to the average utility bill amount over the past year multiplied by 2. The City does not terminate service until a customer has two utility bills with nonpayment status, therefore the 2 months average bill constituting the required deposit amount. (example) If the average utility bill at an address for the past 12 months is $200, the required security deposit would be $400. The amount of a residential deposit can be reduced by 50% if the customer provides a good letter of credit for the past 12 months from a previous electric provider. A good letter of credit has no more than 2 late payments in the past year and no terminations in service for nonpayment.

  11. CLOSING AN ACCOUNT/TERMINATING SERVICE:
    Utility service may be terminated by the customer at anytime by calling or appearing in person at City Hall. All that is needed is the date to disconnect service and a valid forwarding address.

  12. TRANSFERING FROM ONE ADDRESS TO ANOTHER:
    There are several things to take into consideration when transferring from one address to another. An account cannot be transferred if it has a past due balance. The account must be in a current status.
    The customer needs to provide the utility department at City Hall with date they want to turn on service at their new address and the date they want to terminate service at their old address. Both locations can be on at the same time for up to 5 days to give the customer time to move, clean, etc. If more than 5 days is needed, an extra deposit for the new location would be required.
    If the customer transferring has had service with the City of Coleman for at least the past 12 months and has no more than 2 late payments during that time, no additional deposit is required to transfer. However, if the customer does not meet that criteria, they may have to put up additional deposit if their current deposit is less than the one required at the new address.

  13. HOW TO GET A PAYMENT EXTENSION PAST THE CUT OFF DATE ON A UTILITY BILL:
    A customer having difficulty paying their entire bill before the cut off date may acquire a 10 day extension by appearing in person at City Hall, pay half of the bill and sign an extension agreement form. By doing so, cut off dates of the 3rd would then become the 13th, the 11th would become the 21st, the 18th would become the 28th and the cut off date of the 26th would become the 6th.

  18. REPORTING PROBLEMS WITH CITY SERVICES:

For problems concerning GARBAGE pick up, call ALLIED WASTE at 1-800-374-4234 or you may call City Hall at 625-4116.

  19. SETTING UP MY ACCOUNT ON MONTHLY AVERAGING
    Customers who qualify may sign up for the monthly averaging program during the month September or the month of March only. To qualify for the monthly averaging program, you must meet the following criteria:
    1. Must be a residential customer of the City of Coleman (commercial accounts are not eligible).
    2. Must have been at the same address for at least the past 12 consecutive months.
    3. The current account balance must be zero.
    4. Must not have more than 2 late payments during the previous 12 months.
    Your average monthly payment will be determined by averaging the most recent 12 months of billing history which would include the current month's billing. It is a rolling average, always using the previous 12 months to calculate the bill; therefore, your monthly bill will normally only fluctuate slightly depending on your history and current use.

    To continue in the averaging program, all payments must be made on time. If payments are not received by the past due date, the plan will be subject to termination. If the plan is terminated, the next bill would be a "true up" bill where the excess or deficit in escrow would be applied determining the bill amount due.

  20. HOW DO I GET AN EXTRA POLYCART/TRASH CAN?
    Visit City Hall at 200 West Liveoak and sign a request form for an extra polycart(s). Delivery is usually within 24 hours. Polycart rates are as follows: The first polycart with garbage service is $16 per month, having 2 polycarts is $22 per month, 3 polycarts $30 per month and 4 polycarts is $40 per month.

  21. HOW DO I OBTAIN A METAL DUMPSTER AND WHAT ARE THE RATES?
    You may place an order for a metal dumpster by calling City Hall at 625-4116. Sizes and rates for once a week pick up are listed below:

    1. 2 cubic yard dumpster   $50 per month
    2. 3 cubic yard dumpster   $63 per month
    3. 4 cubic yard dumpster   $83 per month
    4. 6 cubic yard dumpster   $119.00 per month:
    If you'd like your dumpster emptied by Allied Waste more than once per week, contact City Hall concerning the additional charge to the above rates.

  26. PLANNING AND ZONING
    The Planning and Zoning Commission is comprised of five members. The Planning and Zoning Commission recommends boundaries for the original zoning districts and appropriate zoning regulations for the City of Coleman. It also reviews and offers recommendations on variances, rezoning and re-platting for the city.

    Planning and Zoning Requests:
    All persons or businesses wishing to have a matter before the Planning and Zoning Commission needs to do the following:
    1. Complete an application stating what is requested (i. e., re-zone, Specific Use Permit, re-plat, etc.)
    2. Pay a $50.00 filing fee
    3. Post a $50.00 deposit. This must be made in a separate check. If it is combined with other fees/costs, the check will be returned to you and your issue may be delayed. After the attendance by the applicant or his/her representative, to all meeting(s) regarding the issue(s) brought to the commission and/or council, the full deposit will be refunded to the applicant within 5 working days after the last meeting concerning the issue proposed to the Planning and Zoning Commission and/or City Council. A full refund of a deposit will also be refunded within 5 working days after the last meeting concerning the issue proposed if applicant(s) withdraw before 3 working days before the final meeting before the City Council.
      NO REFUNDS of a deposit will be made if applicant(s) do not attend and/or have a representative attend all meetings concerning the proposed issue.
    4. Present the City with names and current mailing addresses for all property owners within a 200 feet radius of the property in question. In order to allow ample time to prepare the notices to those property owners, applicant must present the information to the City at least 5 days prior to the 11th day before each public hearing held by the Planning and Zoning Commission plus an 8 1/2 x 11 or 8 1/2 x 14 copy of plat/area map where proposed changes are to take place.
    The Planning and Zoning Commission recommends boundaries for the original zoning districts and appropriate zoning regulations for the City of Coleman. It also reviews and offers recommendations on variances, rezoning and re-platting for the city.

    All persons or businesses wishing to have a matter before the Planning and Zoning Commission must contact City Secretary Sue Burleson by phone 325-625-4116 or in person at 200 W. Live Oak St., Coleman, Texas and she will make available to you the Necessary paperwork to request to be on the Planning and Zoning Agenda.   27. BOARD OF ADJUSTMENTS
    The Board of Adjustment is comprised of five members. The Board of Adjustment recommends variances which are deviations from the applicable standards for the zoning district where existing or proposed development is located, that would not be contrary to the public interest and, due to special conditions of the site or its surroundings, a literal enforcement of the provisions of the Zoning Ordinance would result in unnecessary hardship.

    Variances ensure that the spirit of this Zoning Ordinance is observed and substantial justice done.

    A variance shall not be granted to allow a use that is not allowed in the specific district in question by the use regulation.

    The Coleman City Cemetery is located at 1400 East Ninth Street.. The front entrance gate is open from 8:00 AM until dark everyday.

  31. CITY PARK SWIMMING POOL
    The City swimming pool is located at the Coleman City Park, 1700 North. Neches Street. It is open only during the summer school vacation months.
    All questions concerning the Coleman Swimming Pool may be directed to City Hall.

  32. CITY PARK PAVILLON RENTAL
    You may reserve the City Park Pavilion by contacting City Hall. The Pavilion is located in the northwest part of the park, is a covered area with water, electricity, BBQ pit, picnic table and benches. Reservations must be made at least 4 hours in advance with full payment made at that time. Mailed reservations can also be made. For information, contact City Hall. Reservations cancelled at least 24 hours in advance will be eligible for an 80% refund of the reservation fee with refunds made by check within 3 weeks. There are no refunds for cancellations requested with less than 24 hours notice.

    City Park Pavilion reservation rates are:

    • Reserve for the entire day - $100.00
    • Period one - 8:30 AM to 10:30 AM - $15.00
    • Period two - 11 AM to 2 PM - $30.00
    • Period three - 2:30 PM to 5:30 PM - $15.00
    • Period four - 6 PM to 9 PM - $30.00
