NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

REQUEST FOR RELEASE OF FUNDS
On or about July 14, 2026, the City of Coleman will submit a request to the Texas Department of Agriculture for the release of Community Development Block Grant Program funds under Section 104 of Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as CRC23-0541, for the purpose of reconstructing two thousand six hundred linear feet (2,600 lf.) of concrete sidewalk; installing one hundred linear feet (100 lf.) of handrails, ADA ramps, and all associated appurtenances; reconstructing one thousand three hundred linear feet (1,300 lf.) of street, including excavation, base course, and hot mix asphaltic concrete pavement; installing two thousand linear feet (2,000 lf.) of concrete curb and gutter, parking striping, and all associated appurtenances; and completing associated administration and/or engineering activities, for an estimated cost of $1,000,000.00 in HUD funds and $100,000.00 in non-HUD funds. The project is located as follows: All work will occur in the City of Coleman, Coleman County, Texas in the following locations:
- Live Oak Street from Pecos Street to Colorado Street
- Pecan Street from Pecos Street to Colorado Street
- S. Concho Street from College Ave. to Cottonwood Street
If funds allow, the project will also include general street and sidewalk reconstruction on College Ave. from Pecos Street to Colorado Street. The proposed sequence of construction will be for the contractor to attempt to salvage the existing brick on Pecan Street, and then utilize the salvaged bricks to reconstruct Live Oak Street as brick paving from the west side of West Street/Live Oak Street intersection to the east side of East Street/Live Oak Street intersection. The contractor will then utilize the remaining salvaged bricks (if any) to reconstruct Pecan Street as brick paving. The remainder of Pecan Street will be paved with asphalt.
FINDING OF NO SIGNIFICANT IMPACT
The City of Coleman has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file 200 W Live Oak St, Coleman, TX 76834 and may be examined or copied weekdays at Monday - Friday 8:00 am to 5:00 pm.

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Coleman City Hall at Diana.Lopez@cityofcolemantx.gov. All comments received by July 13, 2026, will be considered by the City of Coleman prior to authorizing submission of a request for release of funds.
Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Coleman certifies to the State of Texas that Diana L. Lopez in his/her capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Coleman to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The State will accept objections to its release of fund and the City of Coleman’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Coleman (b) the City of Coleman has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Texas Department of Agriculture at CDBG_EnvReview@TexasAgriculture.gov or PO Box 12847, Austin, Texas 78711. Potential objectors should contact the State to verify the actual last day of the objection period.

SOLICITUD DE LIBERACIÓN DE FONDOS
Alrededor del 14 de julio de 2026, la ciudad de Coleman presentará una solicitud al Departamento de Agricultura de Texas para la liberación de fondos del Programa de Subvenciones de Desarrollo Comunitario bajo la Sección 104 del Título I de la Ley de Vivienda y Desarrollo Comunitario de 1974, según su enmienda, para llevar a cabo un proyecto conocido como CRC23-0541, con el propósito de reconstruir dos mil seiscientos pies lineales (2.600 lf.) de acera de hormigón; instalar cien pies lineales (100 lf.) de pasamanos, rampas ADA y todos los accesorios asociados; reconstruyendo mil trescientos pies lineales (1.300 lf.) de calle, incluyendo excavación, curso base y pavimento de hormigón asfáltico de mezcla caliente; la instalación de dos mil pies lineales (2.000 lf.) de bordillo y canalones de hormigón, franjas de aparcamiento y todos los accesorios asociados; y completar actividades administrativas y/o de ingeniería asociadas, por un coste estimado de 1.000.000,00,00 dólares en fondos HUD y 100.000,00 dólares en fondos no HUD. El proyecto se ubica de la siguiente manera: Todos los trabajos se realizarán en la ciudad de Coleman, condado de Coleman, Texas, en las siguientes ubicaciones:
- Live Oak Street desde Pecos Street hasta Colorado Street
- Pecan Street desde Pecos Street hasta Colorado Street
- S. Concho Street desde College Ave. hasta Cottonwood Street

CERTIFICACIÓN AMBIENTAL
La ciudad de Coleman certifica al Estado de Texas que Diana L. Lopez, en su calidad de Administradora Municipal, consiente aceptar la jurisdicción de los Tribunales Federales si se presenta una acción para hacer cumplir responsabilidades relacionadas con el proceso de revisión ambiental y que dichas responsabilidades han sido cumplidas. OBJECIONES A LA LIBERACIÓN DE FONDOS
El Estado aceptará objeciones a la liberación de fondos y a la certificación de la Ciudad de Coleman por un periodo de quince días posteriores a la fecha prevista de presentación o a la recepción efectiva de la solicitud (lo que ocurra más tarde) solo si se basan en una de las siguientes bases: (a) la certificación no fue ejecutada por el Oficial Certificador de la Ciudad de Coleman (b) la Ciudad de Coleman ha omitido un paso o no ha realizado una decisión o fallo exigido por las regulaciones del HUD en 24 CFR parte 58; (c) el beneficiario de la subvención u otros participantes en el proceso de desarrollo hayan comprometido fondos, incurrido en costes o realizado actividades no autorizadas por 24 CFR Parte 58 antes de la aprobación de la liberación de fondos por parte del Estado; o (d) otra agencia federal que actúe conforme a la Parte 1504 del 40 CFR ha presentado una conclusión por escrito que considera que el proyecto es insatisfactorio desde el punto de vista de la calidad ambiental. Las objeciones deben prepararse y presentarse conforme a los procedimientos requeridos (24 CFR Parte 58, Sección 58.76) y deben dirigirse al Departamento de Agricultura de Texas en CDBG_EnvReview@TexasAgriculture.gov o PO Box 12847, Austin, Texas 78711. Professional Audit Services
The City of Coleman, Texas (“the City”) is soliciting proposals for Professional Audit Services from qualified firms of certified public accountants to audit the City’s financial statements, including its component units, the Coleman EDC, Inc., a Type A economic development corporation, and the Coleman Community Coalition, a Type B economic development corporation, for the fiscal years ending September 30, 2026 and September 30, 2027, with the option of auditing the City’s financial statements for two (2) subsequent fiscal years.
Respondents must submit one (1) original, one (1) electronic copy suitable for reproduction by the City, and three (3) copies of the proposal package no later than 5:00 p.m. on July 2, 2026. The electronic copy shall be provided in PDF format on a USB drive. Email submissions will not be accepted.
Proposals should be directed to the Office of the City Secretary and clearly labeled in a sealed package. MARK ENVELOPE: “PROFESSIONAL AUDIT SERVICES PROPOSAL for the City of Coleman.” The respondent’s name and address must appear on the outside of the envelope.

All proposals must be received at the designated location by the deadline shown. Proposals received after the deadline will not be considered for award and shall be considered void and unacceptable. The respondent shall sign and date the proposal. Proposals that are not signed and dated will be rejected.

Sealed Bids
Coastal / Bermuda Hay
The City of Coleman is seeking sealed bids for the sale of Coastal/Bermuda Hay from the municipal sewer farm in the following quantities:
- Four lots of twenty (20) 4 x 5 round bales
- One lot of five and a half (5 1/2) 4 x 5 round bales
All bids should be sealed for consideration by the City Council in one secured packet. Sealed bids received after the due date shal not be considered by the City Council.
All sealed bids are to be received in the office of the City Secretary no later than 4:00 P.M. on Wednesday, July 15, 2026, at the Coleman City Hall located at 200 W. Liveoak, Coleman, TX 76834. Bids will then be opened by a representative of the City Manager’s office for Council’s consideration at the City Council Meeting on July 16, 2026.
The successful bidder shall be responsible for the loading and removal of the bales of Coastal Hay from City Property within thirty days of the award of the bid date.
