The City of Coleman is planning to submit an application to the Economic Development Administration (EDA) through the U.S. Department of Commerce Federal Funding Opportunity for The FY 2025 Disaster Supplemental (EDA-Disaster-2025) program(s) and is soliciting proposals to provide project delivery services for the EDA-Disaster-2025 eligible projects. Please electronically submit your proposal in .pdf format via email/website to/at edc@cityofcolemantx.gov OR submit your proposal to the address below on a thumb drive OR submit 2 copies of your proposal of services and a statement of qualifications for the proposed services to the following address: Attn: Kim Little, EDC Director, P.O. Box 592 Coleman, Texas 76834. Proposals must be received by the City of Coleman no later than 5:00 pm on Friday, May 29, 2026 to be considered. Accordingly, the City of Coleman seeks to contract with a qualified engineer/architect/environmental (individual/firm) to prepare all preliminary and final design plans and specifications, conduct all necessary interim and final inspections, carry out grant contract activities, environmental review, and construction management of EDA-Disaster-2025 eligible projects. Engineering Services
for the City of Coleman, Texas
The City of Coleman, Texas (the “City”) is seeking to enter into an engineering services contract with a state-registered engineering firm to provide assistance with possible loan, grant or disadvantaged funding through the Texas Water Development Board (“TWDB”). Interested firms may submit RFP/SOQ. The City of Coleman reserves the right to accept or reject any or all proposals for any reason deemed to be in the best interest of the City.
The engineering contract will encompass all project-related engineering services for the City, including but not limited to the following:
- Preparation of an Engineering Feasibility Report and, if required an Environmental Information Document in accordance with requirements of the Texas Water Development Board (TWDB)
- Preliminary and final design plans and specifications
- Preparation of the bid packet and construction documents
- Construction phase engineering and inspections (interim and final)
- Other special services as may be required
The City seeks to afford the opportunity for qualified SBE, MBE and WBE firms to propose to provide the services described herein.
If your firm is interested in being considered as the Engineer for the City, proposals must be received no later than 5:00 PM (local time) on Friday, May 29, 2026, at the office of the City. One (1) copy of the proposal must be sealed and clearly marked on the face of the shipping material “TWDB WSIG ENGINEERING RFP”.

Coleman EDC, Inc.-Request for Bids for Agriculture Lease
The Coleman EDC, Inc. (“CEDC”) is seeking bids for the lease of a tract of land for agricultural purposes only: a lease of 38.29 acres located in the Industrial Park at Koenig Ln. & Airport Rd., Coleman, TX (the “Industrial Park Property”). Interested parties may submit a written bid specifying that they will pay a certain price per acre annually. Minimum bids for the Industrial Park property shall be $15.00 per acre. Bids shall be submitted to Kim Little, Director of Economic Development, 200 W. Liveoak, Coleman, Texas 76834, no later than 5:00p.m. (CST), May 12, 2026, either by mail or email at edc@cityofcolemantx.gov. The CEDC will select a bid that is determined to be in the CEDC’s best interests, which include an evaluation of the price offered per acre for the lease and the demonstrated commitment to maximizing the value of the land. The CEDC reserves the right to reject any or all bids, to negotiate any of the items in the bid, or to waive any irregularities or informalities in a bid.
Key Terms of the Lease:
Industrial Park Property: The Industrial Park Property is not fenced so it may only be used for agriculture and farming uses. Lessee shall keep weeds, grass and other brush mowed/controlled to a height not to exceed 24 inches, excluding any active crop that is being cultivated.
The lease will run from July 1, 2026, through June 30, 2028, subject to early termination as provided in the lease.
No hunting allowed on the property.
Lessee will repair ruts or other damage to the premises or service roads leading to the premises caused by Lessee.
Lessee will pay any ad valorem taxes assessed on the property.
Lessee will indemnify the city.
Lessee will carry, at its own expense, and maintain in force during the lease term, liability insurance in the amount of $250,000.00 per occurrence. The policy must insure Lessor, as well as Lessee, for any liability for property damage or personal injury arising from Lessee’s occupying or using or Lessor’s owning the leased premises and be endorsed to include coverage for broad form contractual liability and a waiver or subrogation in favor of lessor.
Lessee shall sign a lease agreement.
